Law enforcement officials say the Boston bombing suspects were planning on striking again — possibly outside Boston. Will Dzhokhar Tsarnaev be labeled an enemy combatant so that investigators can question him without an attorney — or will he be in the criminal justice system and subject to the death penalty? Several key Republican lawmakers want Tsarnaev handled as an enemy combatant, while the Obama administration seems to want to subject Tsarnaev — a naturalized American citizen — to the criminal courts.
